I considered it the 'Travails of a Blond in Hollywood'. Not your standard narrative scheme. Last Ann Miller screen performance. She is outstanding and worth the running time.
David Lynch. "Huh" is a good response. From what I have read, it was supposed to be a TV show. My fave part is the "Illandro" song, by Rebekah del Rio.
You have to watch it this way - think of the entire first part as the blonde's fantasy - literally a dream. After she "wakes up," that's when you learn the real story. I think it's actually just a very sad story of heartbreak.

Glad to see I'm not alone in being underwhelmed by this especially after several people told me how brilliant they thought it was

Same reaction. The day after I saw it, I asked my most movie-knowledgeable friend what the hell I'd just seen. He wasn't v helpful.
Lynch Monster's comment above is the generally accepted explanation.
I've never been a fan of David Lynch. This movie didn't change that opinion.
It was always over rated- plays like a fail t v pilot which is what it was-
