Tulsa's gay district is the Brookside area. One of the few gay B&B's in Tulsa is the Kennedy Mansion B&B (http://www.kennedymansion.com/index.html)
The gay community in Tulsa is small but welcoming. I hope your friend enjoys his stay.
Kenneth, anywhere you wind up will become the hippest/gayest part of town.
Hippest/gayest part of town is Dallas Texas.
