Hmmm.. I'm sorry, it's more than just chord progression. She took one bar from EY, and repeated it to create the chorus of BTW. She literally sings it exactly the same way. There are all sorts of musical and vocal cues lifted from EY...
I don't think it sounds like "Express Yourself". I think it it sounds like shit!
