OK... VERY wrong and VERY stupid for her to call 911 but they were completely in the wrong to tell her "All sales final" and not refund her money.
I don't think a sale was actually made, they didn't live up to their end of the sale so how can they say it was final?

It was nothing less than theft of her money. They weren't going to give it back unless the police were called. If they didn't have what she wanted they should have told her upfront without trying to steal her money. Good for her.
