What's the Matter Here?

In the U.S., you have to kill or shoot at a cop or person in the military for it to be considered worthy of stronger words. Otherwise, you're just a shooter.
Hell, the "Church Massacre" and "Shooting at Aurora Theater" (as per the paper) weren't even considered terrorism (not sure on the latter), while this Tennessee shooting was so immediately.

I think it's the background of the shooter that determines how it's portrayed in the media, no?
