Sorry, I think it's two separate pens/inks used by two different writers. The original as far as I'm concerned is "To Buzz-The Times-we-spent to-gether Tommy" and the rest was added later; possibly wishful thinking by Buzz.
Such a sweet and tender image. I've been looking around to see if I could find any background on the pair but it looks like they are lost to history.
So many want Buzz and Tommy to be gay. While they might have been, we all forget that heterosexual men used to have a lot more freedom about how they could express closeness with friends.

Fountain pens run low on ink all the time. The writer may have simply refilled.
