Would be nice if "pervs" were always ugly, but that's not the case. Pervs come in all types. The sad thing is that there is a good chance this guy was abused by an adult male when he was a kid. He probably doesn't think that what he did to the 15-year old was wrong. And it might be something he never feels is wrong.
