What makes you think Republicans designed this ballot Libholm? It's highly unlikely to be so in NY, where there are few remaining Republican officeholders. Similarly, it was Democrats in Florida that designed the infamous butterfly ballot. Sometimes it's just stupidity, not conspiracy.
