Love Sam Phillips, one of my favorites is Omnipop (It's Only a Flesh Wound Lambchop). Someone with a somewhat similar sound, especially her more recent discs (Movie Disaster Music and Pussycat Babylon), is Josie Cotton, who's most popularly known for "Jimmy Loves Mary-Anne" and "Johnny, Are You Queer?".
"Martinis and Bikinis" sound-tracked my life in mid-90s L.A. (She said in an interview on KCRW that her song "Baby I Can't Please You" was about George Bush I.) Great musician with incredible stage presence -- that's why Altman cast her in "Pret a Porter."
Loved this album (Martinis and Bikinis) more than her subsequent ones, but she has a great sound.
