THIS is a perfect example of why the police "shoot to kill" policy needs to be changed -- even if the officer's account is accurate, did someone really need to be killed for panicking about being caught cruising? -- and a tragic ending to a life that was perhaps more tormented than it appeared.

THIS is a perfect example of why the police "shoot to kill" policy needs to be changed -- even if the officer's account is accurate, did someone really need to be killed for panicking about being caught cruising? -- and a tragic ending to a life that was perhaps more tormented than it appeared.
It serves him right for being an 'Ex-N.J. Man." He should have stayed put.
